At the WHO General Assembly to be held in Geneva from May 27 to June 1, 2024, delegates from 194 member countries will have to decide on a new treaty on pandemics and a fundamental reform of the International Health Regulations (IHR) already in force. Given that they must vote on a significant expansion of the powers of the WHO and its director-general Tedros Adhanom Ghebreyesus, a heated debate has already erupted in almost all countries several months before the meeting. In article 55 of the IHR, Tedros undertakes to transmit to all member states the text of each proposed amendment at least four months before the vote.
The English word “shall” must be translated here as an imperative order. Communication is therefore obligatory, binding. Tedros should therefore have presented a draft final text on January 27, 2024 in order to allow a statutory vote. This was not done before March 2024, Tedros does not follow the rules and is therefore not trustworthy!
Today's Kla.tv research, supported by international experts, can therefore only take a close look at the current drafts of the two documents which are still under discussion. For this research, we take a look at Germany — one of the 194 member states:
On Thursday, February 22, 2024, a motion from the CDU/CSU parliamentary group was presented to the German Bundestag. It is titled: “For transparent negotiations on the WHO pandemic agreement – against misinformation and conspiracy theories”.
The CDU/CSU is the largest opposition group and has made various demands there regarding the WHO pandemic contract. These requirements are compared below, as a fact-check, to the text of the draft contracts for the two agreements. This fact-check highlights – almost in black and white – what the WHO is currently negotiating behind closed doors.
Fact Check #1: Member State Sovereignty

Misleading letter calls for support for pandemic treaty as Louisiana becomes first US state to reject WHO takeover.
More than 100 former world leaders and public figures are urging World Health Organization (WHO) member states to finalize a new “pandemic deal” in time for the 77th World Health Assembly, to be held in Geneva , in Switzerland, from May 27 to June 1.
In an open letter dated March 20, the leaders wrote:
“An agreement on the pandemic is essential to preserve our collective future. Only a strong global pact on pandemics can protect future generations from a repeat of the Covid-19 crisis, which claimed millions of lives and caused widespread social and economic devastation.”
Critics of the draft pandemic agreement told the Defender that the letter is misleading because it discusses the draft agreement, or “pandemic treaty”, but does not refer to amendments to the International Health Regulations (2005) (RSI).
Changes to the IHR, proposed in 2023, are being negotiated at the same time as the agreement. Critics of the letter said it was intended to distract from what they see as the more onerous proposals contained in the IHR amendments.
Dr David Bell, a public health physician, biotechnology consultant and former director of global health technology at Intellectual Ventures Global Good Fund, told the Defender the letter was “utterly shameful” and “misleading”.
Mr Bell said:
“The letter follows the lead of the Director-General in misleading the public by asserting, correctly, that the pandemic agreement does not include provisions that transfer authority from countries to the WHO, even though these provisions do in the proposed amendments to the IHR which accompany the agreement on the pandemic.
“The proposed amendments to the IHR specifically mention border closures, compulsory vaccination and other measures today associated with confinement. They specifically mention that documents are needed to cross borders and cite digital passports as one of the possible solutions.
Dutch lawyer Meike Terhorst told the Defender that the open letter “only refers to the pandemic agreement to sow confusion”.
“The real issue lies in the amendments to the IHR, because on the basis of these amendments the WHO Director-General should obtain independent legislative and executive powers, while any legal control is made impossible,” said Ms Terhorst . “The secrecy surrounding the plans suggests that it is a coup.
Are the negotiations in difficulty?
Some critics have suggested the open letter could be a sign that negotiations for the pandemic deal are failing.
“Neither document has consensus among member states,” said Shabnam Palesa Mohamed, executive director of Children's Health Defense (CHD) Africa and founder of Transformative Health Justice. “With eight weeks until the World Health Assembly, the WHO is clearly concerned that the agreement could be derailed.
The BMJ reports that “little progress” has been made on the draft pandemic deal, and that the intellectual property waiver “remains a sticking point for member nations who are at loggerheads in the discussions” .
“Supporters of the agreement fear that the final draft will be watered down during negotiations and that weaker wording will result in recommending that countries take certain actions rather than compelling them to do so under international law,” according to The BMJ.
Others noted growing global opposition to the proposed agreement and changes to the IHR. Iran, New Zealand, Slovakia and the Netherlands recently rejected proposed 2022 IHR amendments, while in South Africa a “WHO withdrawal bill” was proposed .
In the United States, the Louisiana Senate voted unanimously on March 26 against allowing the WHO, the United Nations and the World Economic Forum to have any influence over the state of Louisiana. Louisiana.
“The fact that all Democrats voted in favor shows how popular this sentiment is with their voters,” said the president of the European Commission. Dr. Meryl Nass, internist and founder of Door to Freedom, “I think this sends a message to politicians around the world that favoring the WHO will come with a significant political cost.”
Pandemic agreement does not threaten sovereignty, but IHR amendments do
Independent journalist James Roguski told The Defender that the letter from world leaders to the WHO is “largely correct” because the proposed pandemic deal is not an “attack on national sovereignty.”
However, Mr. Roguski and Dr. Kat Lindley, president of the Global Health Project and director of the Global COVID Summit, emphasized that the IHR amendments pose a threat to the sovereignty of nations.

Switzerland: The revision of the law on epidemics establishes the surveillance regime for “global health”. Professionals and concerned citizens are calling for responses to the consultation on the project before March 22.
On November 29, 2023, the Federal Council opened the consultation procedure relating to the partial revision of the law on epidemics. Little debated, the project nevertheless introduces fundamental changes by passing the exceptional measures of the Covid law into ordinary law. With vaccination certificates, screening, tracing and other controversial interventions, the law confirms the shift from disease surveillance to surveillance of people.
It also transfers authority to the WHO within the framework of the “treaty” on pandemics and amendments to the International Health Regulations, the texts of which will only be communicated on the eve of the vote at the next World Assembly of health, May 27, 2024. “Global health” mentioned in the law would discreetly supplant national policies and constitutional rights, which guarantee the freedom of choice of patients and the plurality of therapeutic approaches. This is why many citizens are sounding the alarm, inviting the population and the parties concerned to react before it is too late.
New attacks on freedoms
The new version of the law on epidemics seems to cement into law the measures taken during the Covid crisis, without worrying about the rights and freedoms enshrined in the Constitution. The text lists a series of potential threats to public health to which only a heavy regime of centralization, digitalization, surveillance, and obligations seems to be able to respond.
Several provisions go further than the constraints imposed during the Covid period. For example, we see vaccination obligations discreetly emerging, even though they constitute a violation of physical integrity, a fundamental right nevertheless considered inviolable in Switzerland.
Another strengthening of measures concerns the freedom to assemble (article 22 of the Constitution). Article 40 of the new law now intends to regulate in a more systematic and restricted manner the collection of people's contact details, work from home activities or demonstrations in public spaces.
Return of the health certificate
Without too much surprise, the health certificate is making a comeback, despite the opposition of almost half of the Swiss to its use and the population's rejection of digital identity. The law gives the Federal Council the possibility of defining a document for entering and leaving another country, and it can of course be linked to corresponding foreign systems. In addition, it intends to add other health data that doctors, hospitals and public and private health institutions would be obliged to declare.
We are thus moving from the current logic of reporting illnesses to an obligation to declare people. Article 12 provides for the declaration of “information enabling the identification of people who are sick, presumed sick, infected, presumed infected or excreting pathogenic agents” (lit. a), as well as “in particular socio-demographic and behavioral data , including data on the intimate sphere” (lit. c).
For Dr Philippe Vallat, independent public health expert, this is a real paradigm shift:
“We will no longer be considered sick because we feel that way, or because a doctor has determined so, but administratively by default. This would establish a new medical paradigm based on generalized suspicion, with everyone being a priori “presumed” to be sick or infected. This would lead to the need to prove that one is not contagious, and therefore not dangerous to others. How ? The project says nothing about it, but the Covid experience of the certificate showed how an administrative system based on scientifically inadequate measures opened the door to arbitrariness and discrimination.
In his proposed motion on the bill, journalist Guy Mettan also believes that it is more of a control measure than a health intervention:
“Article 49b provides for the maintenance of the health certificate, originally established as a means of avoiding the spread of the virus, while the reality of the Covid crisis has shown that it is an administrative document inoperative in public health, vaccination does not prevent transmission.
The digital identity handed over to the profession by the CF, the health certificate introduced in the draft revision of the law on epidemics and the electronic patient file contribute to the abolition of the private sphere and the establishment of a globalized control of our lives.
The example of Belgium confirms these hypotheses: local authorities and the federal government voted to return the health certificate on February 8. They authorized the handing over of its verification keys to WHO and extended the validity of old documents with retroactive effect. Officially, the health certificate (Covid Safety Ticket) has been operational again since July 1, 2023, the date on which the European Union transferred its system to the WHO with a view to creating a global digital certificate.
The certificate will soon be included in the European digital wallet which will contain other health data and will be linked to the European digital identity and biometric data. Other administrative documents should be added, for example insurance, driving license, and very probably banking data.
Transfers of powers
Although the principles of autonomy are reaffirmed in the texts, in practice we are witnessing a centralization of powers around health. Thus, the law on epidemics defines 32 “delegated powers” to the federal government, which will reduce the power of the cantons to an empty shell, while continuing to pay half of the bill.
But above all, it is the attack on national sovereignty that is worrying. There is a clause in the law triggering “the particular situation in Switzerland” by the WHO (art. 6b). And, according to the amended article 12 of the IHR, the Director General of the WHO, after consulting an emergency committee, would have the power to announce alone and without possibility of contestation the potential or actual appearance of a public health emergency of international concern (PHEIC), including a pandemic, and to declare its end.
Furthermore, the law seems to incorporate content from the WHO CA+ Pandemic Treaty and the revision of the international health regulations, although these will only be known at the end of the current negotiations.
For critics of the law, the will of the WHO is clear: with the modification of articles 1, 13a, 42, 53a, 54bis of the IHR, all the recommendations of the WHO (e.g.: compulsory certificates, quarantine , vaccination certificates or the constitution of stocks of medicines) would become binding on the signatory States.
The WHO would also expand its field of competence, in particular with catch-all concepts such as “One Health”, the notion of “one health” thanks to which it could also deal with the climate, animals, agriculture , education or transport to name just a few areas concerned.
It’s the same with the notion of “infodemics” and its strategy of “fighting disinformation”. The organization seems to want to transform itself into a “ministry of scientific truth”, with its censorship and propaganda campaigns. It intends to force States to combat sources of “disinformation” and their authors in the various media and on social networks.

Based on the WHO definition that "health is a state of complete physical, mental and social well-being, and not merely the absence of disease or infirmity", how can we reduce it to a digital dimension?
The human being being a complex micro-universe, how can we want to summarize it in an electronic patient file (EPR)?
In reality, it is not primarily a question of better patient care but digital technology has a key role to play in limiting the increase in healthcare costs1. Consequently, this is the asset on which the Confederation is banking: An additional 30 million is on the table.2. Thus, the government wants to bring in the DEP by force while “it never ceases to disappoint. The population shuns it (only 30 people had taken the plunge by the end of 000) and health professionals sharply criticize it.” Instead of studying the causes of this disinterest, Parliament wants to intervene powerfully, obsessed with the “digitalization of health” when in reality it is a question of containing the costs of compulsory health insurance.
There is therefore a clear imbalance in the balance between the government driven by a political-economic-legal strategy and the population supported by health professionals.
It is striking to note that humans and caregivers are concerned with the living process of the body while managers focus on financial dynamics. There seems to be a gap between the two, even if there are footbridges that cross the gap somewhat.
The first person concerned by his state of health is the individual (in the sense of being undivided). He is the first to be affected by what he experiences. Instead of supporting it to keep its sovereignty over itself as best as possible, the politico-assecurological system wants to take everything in hand according to criteria which are based on scientific elements, limited extracts from a global scientific vision.

A very detailed 59-page report was provided by the Council of State of the Canton of Neuchâtel already in 2017. I note (p.42) the chapter concerning the consequences on staff and its implementation budget (3 millions) which clearly illustrates its complexity on several levels. The Council of State will be able to meet the requirements of the LDEP in the short term but also to guarantee the usefulness and use of e-health (here is another term that leaves one wondering) in general, of the DEP in the long term , and therefore to ensure the success of the approach he initiated, in terms of public health, but also financial. On the other hand, a human being develops according to his different bodies, which obey distinct laws while being all interconnected.
