There is already talk of a "historic" partnership between the WHO and the European Commission, signed Monday, June 5 in Geneva. A "historic initiative to strengthen global health security", according to their own press release.
WHO Director-General Tedros Adhanom Ghebreyesus said at the signing ceremony: "The Covid-19 pandemic has shown the importance of digital health solutions to facilitate access to health services". Thus, he wants to make the European pass a "global public good".
This future global digital certification system should, as AFP reports, "help facilitate mobility and protect citizens around the world against current and future health threats, including pandemics". However, this would only be a first element.
In the longer term, the project is no more and no less than a global WHO digital health certification network, which is to develop "a wide range of digital products to improve the health of all". There, the digital vaccination record is added to the health pass.
"Restricting individual freedoms" to fight against future pandemics was already the plan displayed by the World Health Organization (WHO).
