The point of Glaser's 1972 paper is to counter claims that there is no "credible" research showing non-thermal effects. This is a misrepresentation promoted by those who are either unfamiliar with the literature or unwilling to admit that this radiation, at the levels to which we are currently exposed, can be harmful.
Credible research exists, it has been around for decades, and it has been largely ignored by public and occupational health officials.
