The EU does not like this at all and therefore plans to be able (and even likely) to order those who perform poorly to scan all content.

However, those who do not focus on private discussions but "engage primarily in public communication" (i.e. are already open to surveillance and data collection, so that the detection orders leading to a full scan are not really necessary) will get better results.

The EU's logic is consistent here, since those who do not collect user data are automatically doomed to lower ratings. The EU also does not like decentralized content sharing (like P2P platforms).
