The Commission is currently building its new super-authorities to ensure enforcement of the Digital Services Act (DSA). Last April, the European Center for Algorithmic Transparency (ECAT) was established in Seville to help the Commission and national authorities monitor compliance with the DSA. In particular, ECAT will carry out technical tests on algorithmic systems in order to understand how they work, as well as risk assessments linked to platforms and search engines. A cooperation agreement was signed for this purpose with the French center “PEReN” (Digital Regime Expertise Centre).

The European Commission is targeting “unwanted information” on the Internet and is introducing new state and supranational control bodies with essential powers to this end. To ensure the full (and timely) implementation of the DSA governance structure, Member States must designate their digital services coordinators and other national authorities responsible for ensuring compliance by 17 February 2024. It is therefore not surprising that a “risk situation” is required for lagging Member States to act. Indeed, according to the Commission's own information, only two Member States, Italy and Hungary, have to date validly designated their national authorities.

Germany is still working on the national implementation of the European Digital Services Act (DSA). The German Bundestag debated this issue for the first time on January 18. Indeed, the Federal Criminal Police Office must receive reports concerning suspected cases of punishable content on the Internet and transmit them to the competent criminal prosecution authorities. Due to the significant expansion of mediation services subject to due diligence obligations, the Federal Criminal Police Office expects an increase in annual processing cases from around 6 currently to around 000 (! ).

The division of society by European institutions continues. Already, the “trusted reporters” provided for in Article 22 of the DSA, that is to say informants who monitor communications on online platforms and who intervene as soon as they suspect an infringement, are being formed. We know that some of them are part of the International Fact Checking Network (IFCN), a network which is itself affiliated with the Poynter Institute. Its funders include – among others – the Democracy Fund, the Lumina Foundation for Education, the National Endowment for Democracy (NED), the Omidyar Network Fund and the Open Society Foundations (OSF).

Internet infrastructure titan Cloudflare has unveiled support for the Encrypted Client Hello (ECH) privacy feature, creating a sanctuary for free speech advocates and calling into question attempts to block sites already established.

For the uninitiated, as TorrentFreak reported, web blocking has been the entertainment industry's anti-piracy tool of choice for over a decade and a half. Used in over forty countries, this method involves Internet Service Providers (ISPs) blocking access to specific websites, often under a legal directive. After starting with rudimentary DNS blocks, the system has evolved, employing sophisticated Server Name Indication (SNI) eavesdropping techniques, or sometimes a mixture of the two. But it has also been used by governments to censor websites and block access to them.

However, the landscape has begun to change with the emergence of privacy-focused technologies, such as Encrypted DNS, that challenge these blocks. Today, the introduction of ECH is poised to revolutionize this field, rendering Internet Service Provider monitoring efforts virtually, if not completely, ineffective.

Simply put, ECH is an innovative privacy protocol designed to hide internet traffic and thwart surveillance efforts. Browser giants like Chrome, Firefox, and Edge have already given a nod to its implementation. However, for its potential to be fully exploited, websites must also integrate it. At the beginning of the month, John Clauser, Nobel Prize in Physics 2022, sharply criticized the doxa of "the climate emergency". In his eyes, this “dangerous corruption of science threatens the world economy and the well-being of billions of human beings”. The penalty was not long in coming. He was supposed to give a lecture on climate models to the IMF – it was immediately canceled and the page announcing the event disappeared from the IMF website.

This conference, scheduled for next Thursday, was entitled "How much confidence can we place in the IPCC's climate predictions?" Let's talk about it. A dubious answer was, apparently, not politically correct. John Clauser has long been critical of climate models; he notably regretted that the 2021 Nobel Prize had rewarded work on this subject. He is not alone – many scientists believe that climate models are essentially based on mathematics and the number of their incorrect predictions suggests that they do not deserve the recognition of pure science at the highest level.
