Is the French Senate behind the arrest warrant issued by the International Criminal Court against Vladimir Putin?

Is the arrest warrant against the President of the Russian Federation issued by the ICC for child trafficking the consequence of a request from French parliamentarians? I found this motion for a European resolution “denouncing the massive forced transfers of Ukrainian children” on the Senate website, registered by the institution on February 10th.

A text which calls in particular “on the European Union and its Member States to implement all the technical and human means at their disposal, in cooperation with the Ukrainian authorities to identify, document and list all cases of forced transfers and deportation committed by the Russian Federation since the beginning of the conflict and to identify those responsible for these acts in order to initiate immediate sanctions and pave the way for subsequent legal proceedings”.
