By looking closely, going beyond the politicians, the greedy capitalists and the ideological socialists, we could see clearly. Even then, it took work. You had to read a lot and find journalists, historians and authors in whom you could trust a little.

Throw in a little common sense here and there, and you could just about hang on to a pretty reliable idea of ​​what was true and what probably wasn't. At least that's what it seems.

There were always mysteries. People said one thing and did another. But there were stakes in the ground: pillars of truth, some things that could be trusted, always with a grain of salt, but mostly trustworthy. Let's take the example of the American press.

Yes, weird things are discovered here and there in the press, even in the best of times, but I remember trusting the press. Do you remember the big revelations from the Washington Post during the Watergate scandals in the 1970s? A great book and a great film resulted, All the President's Men. This was journalism at its finest (right?). The controlled manner in which information was presented to the public, to ensure accuracy and relevance. I was very proud of this journal. But was it the truth?

Yes, there were problems with journalistic repression, particularly during the Vietnam conflict. But the truth always seemed to prevail. Was this really the case? Unfortunately, I didn't think so, even back then. But there seemed to be several bastions of truth that could be relied upon.

I remember that even during the JFK assassination, I thought that the corruption exposed in that fiasco was limited. At the very beginning of my investigations into this event, I did not understand that the entire American government was involved. I thought unscrupulousness was limited. This is also what I believed during the Watergate scandal.

Even when 11/XNUMX hit us, I didn't realize how deeply cancer had penetrated our government (the United States) and even the world. I was far from suspecting at the time the mess everything was in. And to tell you the truth, I still don't know the extent of it. Despite having a very sharp nose, I'm sure I don't know the half of it. It's quite discouraging.

When did all this lies and corruption start?

There may be no "start date", meaning they have always been there in one form or another. There are claims that the two ruling governments have misled each other and the masses. Most historians argue that the United States was deceived by the USSR's nuclear posture during the early years of the Cold War. Soviet ruse gave them an excellent excuse to increase the US defense budget year after year and convince the American people, and the people of the world, that there was good reason to be terrified. Fear is always a good thing to have in your back pocket when trying to control people.

The Soviet Union was a paper tiger. At least in the 50s and early 60s. After the Cuban Missile Crisis and Khrushchev's rule, the Soviet Union started making missiles like sausages. Did she really do it? It is difficult to say how many nuclear warheads were in circulation, born on either side. The information, disinformation, propaganda, lies and corruption are simply too much to understand and get to the truth.

The fear of the Soviet bomb during the Cold War is just one small example of the “false reality” we have been fed for decades. And, needless to say, the situation has only gotten worse. Much worse. Today, thanks to advanced technologies and artificial intelligence, it is easier than ever to manipulate information and therefore reality.

We can no longer even tell whether the President of the United States giving a speech is the real Biden in the flesh, a hologram, a biological clone or a robot. The right hand certainly does not know what the left hand is doing, but I can guarantee that there is a clear, conscious program, and that this program is not confusing to those who execute it, and that it is also not difficult to define. But it is very difficult to understand, at least for the blind masses.

The simple things, however, are still believable. The love you feel for your partner, for your children and your family. The peace you feel while walking on the beach or in the calm of a forest. The joy you feel while dancing and listening to music. And the wonder you feel in front of a work of art. A baby's laugh will always be true, a dog's slobbery lick and the look in its eyes when it expresses its unconditional love for its owner. These truths are also massive, but they are easy to understand. We are born with an acute understanding of their essence, meaning and purpose.

It is Agence France Trésor (AFT) which manages the State debt. Public debt corresponds to all financial commitments made in the form of loans by the State, public authorities and organizations that directly depend on them. (i.e. 5500 billion euros).
Public debt constantly evolves in line with the repayments of loans made by the State and public administrations and the new loans they take out to finance their deficits.

If the deficit is a flow, the debt is a stock
Resources consist of taxes and other non-tax revenues (dividends from companies in which the State is a shareholder).

Expenditures include not only current operating expenses (salaries, purchases of supplies and services, etc.), redistribution operations (aid, scholarships, social minima, etc.) but also investments (equipment works, acquisitions of real estate and movables of local authorities, etc.) and capital expenditure (debt charges of various public administrations, for example).

At the end of the fourth quarter of 2023, public debt stands at 3 billion euros. As the graph above shows, 101,2% of public debt comes from the state. If we add other central government agencies, the state total represents 81%.
Social security organizations and local public administrations (territorial authorities) represent respectively 8,5% and 8,1% of the public debt. As of this date, the State alone has accumulated 2 billion euros in debt.
Remember that European criteria require that the public debt of member countries does not exceed the standard of 60% of GDP (while it is 110,6% of GDP in France).

The Covid-19 crisis has led to a sharp increase in public debt in France.
To repay the portion of its debt falling due, the State borrows money on the financial markets, particularly through Treasury bonds (OAT) to finance its deficit. The money needed to cover these needs is called the financing requirement. In 2024, the State's financing requirement is anticipated at 299,7 billion euros (to finance the deficit and refinance the debt which has reached maturity). It is Agence France Trésor (AFT) which manages the State debt.

Measuring public debt
To measure public debt, it is compared to gross domestic product (GDP). Thus, we can compare public debt to the size of the economy.
Over the past fifteen years, the public debt has increased significantly. It was 60% of GDP at the start of the 2000s, exceeded the threshold of 100% of GDP in 2017 and now reaches 110,6% of GDP.

Who owns the public debt?
Unlike businesses or households, public authorities do not finance their debt mainly by using bank credit but by issuing financial securities (especially bonds) on the financial markets.

A specific form of debt
Unlike individuals, public organizations, when they go into debt, only repay the interest at each due date, because they issue bonds.

If it issues a 10-year OAT, the State will repay the interest (for example 0,5% of the amount of the bond issued) every year or every half-year for 10 years, but will repay the capital in one go, at deadline. For this he will get back into debt. In times of very low interest, it seems easy to get into debt, since it costs nothing and sometimes even pays off (negative interest). But at maturity it will be necessary to re-indebt for the same amount and if interest rates have risen sharply, it could become difficult for the State and its budget to cope with the debt burden (cost of borrowing).

To finance the public debt, the State issues debt securities negotiable on the financial markets over a more or less long period. More precisely, two types of securities are issued by the State: fixed-rate Treasury bills with discounted interest (BTF) and Assimilable Treasury Bonds (OAT). OATs constitute the preferred form of long-term State financing (maturities which can exceed ten years). Created in 1985, Treasury Bills with annual interest (BTAN) are no longer offered and have no longer circulated on the market since 2017.

Non-residents are the main holders of French public debt.
Who holds the state debt
According to figures published by Agence France Trésor (AFT), among the holders of public debt, we find, at the end of 2023, 53,2% of non-residents. A proportion that has increased significantly since the end of the 1993th century (in 2009, only a third of French public debt was held by non-residents), but down compared to 67 (XNUMX%).
For the most part, these are institutional investors (pension funds and insurance funds in particular), but also sovereign investment funds, banks, and even speculative funds.
Within the European Union we find a certain heterogeneity between countries. At the end of 2022, according to Eurostat data, 93% of Cypriot debt was held by non-residents, compared to less than 25% in Denmark.

Individuals, indirect holders of French public debt

It is also banks and institutional investors that we find among the main resident holders of French public debt.
The French state therefore borrows around a third of its debt from national banks and financial companies. 9,5% of public debt is held by insurance companies, which “buy” French debt securities for life insurance investments. Individuals are therefore indirectly the holders of a significant part of the French public debt. French banks hold around 7,7%.
